About the Organization :
The International Finance Corporation, a member of the World Bank Group, promotes sustainable private sector investment in developing countries as a way to reduce poverty. IFC fosters sustainable economic growth in developing countries by financing private sector investment, mobilizing capital in the international financial markets, and providing advisory services to businesses and governments. The mission of IFC's Environmental and Social Development Department (CES) is to be IFC's center of excellence and innovation in sustainability, focusing on improving the business performance of IFC and its clients.
Background :
IFC views development of the microfinance sector in Priority Countries, identified for microfinance intervention, to be of strategic importance to the development of the larger economies. To determine the next appropriate steps, a feasibility study will be conducted that will examine the financial sector and related regulatory policies, evaluate and profile existing microfinance institutions and evaluate the market need for a new commercial microfinance entity.
About the Proposal :
IFC is requesting proposals from firms specialized in microfinance or firms with expertise in financial sector development in Africa . Bidders are invited to submit proposals for individual Priority Countries or any combination of the Priority Countries.
Responsabilités :
- Assess the current status of the microfinance and overall banking sectors in the selected country/ies with reference to scale, sustainability, application of best practices, commercial viability, and the range of institutions offering services :
- Meet with officials from the Central Bank or financial sector governing body, in the selected country/ies and review the legal and regulatory framework relevant to microfinance ;
- Meet with the commercial banking segment of the financial sector to understand existing product offerings in the country/ies, their target market, and any operational, infrastructure and regulatory constraints they face ;
- Meet with key informants from the government, donors, foundations, NGOs, and microfinance sectors to gain relevant knowledge about environment, market and potential competition ;
- Examine market locations and interview micro entrepreneurs to develop a brief profile of the target market ;
- The study should include country context, market assessment, financial sector : overall banking overview, microfinance overview, regulatory framework overview.

Review and decision from IFC by August 30, 2008
Actual study and submission of report to IFC by November 30, 2008
The technical partner will be paid 10% upon signing the contract to initiate the feasibility study, and the remaining 90% upon IFC’s acceptance of the final report.
